A national SEO programme is a different purchase from a local one, and the confusion between the two is responsible for most of the wasted money in this category. Local SEO work is finite, cheap and mostly operational. National work is an ongoing production and authority effort competing against publishers with newsrooms. Before you read a single proposal, be clear about which one your business actually needs, because plenty of companies that describe themselves as national sell to a dozen metropolitan areas and should be buying the other thing.
SEO in the USA at national scale is a production problem before it is a tactics problem
To hold position across a broad category you need coverage: enough pages, kept current, written by people who know the subject, supported by references from sites that matter. That is an editorial operation with a monthly cost, not a set of SEO fixes applied once. The agencies that do it well look like small publishers, with editors, subject specialists and a calendar, and they price accordingly.
So ask any candidate what the content supply chain looks like. Who writes, who edits, who checks facts, what the monthly throughput is, and what happens to output when your internal reviewers are slow. A proposal that promises national visibility without describing a production line is describing a hope. Ask also what happens if you stop: coverage decays, competitors publish, and a programme paused for two quarters usually costs more to restart than it saved.
Check who actually holds the results in your category
For a great many commercial searches the first page belongs to review publishers, comparison sites, marketplaces and forums rather than to companies that sell the thing. Chasing those positions with a corporate site is a long and often unwinnable SEO campaign, and the proposals you receive will rarely say so.
The realistic alternatives are narrower and they work. Comparison and alternative pages of your own, documentation and support content that captures people already using the product, the long specific questions that publishers answer badly, and being properly represented inside the publications that do hold the positions. Ask a candidate to map your three most valuable terms and name who occupies each result today. That single exercise reorders most target lists and it is the fastest way to tell an SEO supplier who has looked from one who has run a tool.
Regulated categories decide what the pages are allowed to claim
Health, financial services, legal services, insurance, education and anything touching children or employment carry rules that reach directly into the content plan. Claims need substantiation, disclosures need placement, and in several of these fields the credentials of the author and the review process behind a page are part of how the material is judged, both by regulators and by the search engine.
Ask how the agency handles legal review, whether it has worked inside your compliance process before, and who is named as the author on published pages. Named, credentialled authors with real biographies and a documented review step are worth the effort in these categories and irrelevant in most others. An SEO plan that ignores the distinction will either produce material your counsel refuses to approve or material that is safe and says nothing.
Brand demand does much of the work, and no search supplier sells it
At national scale, the sites that win are usually the ones people already recognise, and recognition comes from advertising, press, product, partnerships and word of mouth. That is uncomfortable for an SEO contract because the biggest lever sits outside it. Pretending otherwise leads to a programme that optimises relentlessly against competitors who are simply better known.
The useful response is to buy the two together where you can, or at least to sequence them. Ask the agency how it intends to work with whatever demand generation you already run, and whether it can identify the queries where brand strength is the only thing separating you from the top positions. Those terms should be deprioritised rather than pursued, and saying so out loud is a mark of a supplier that will still be useful in year two.
Metro and state level intent hides inside a national keyword list
Aggregate national SEO volume conceals the fact that a large share of searches carry an implicit place, and the results change accordingly. A term that looks like a single national target is often several regional battles, and a national content programme quietly loses all of them to local competitors.
Ask how position will be tracked, and from where. Tracking from one location produces a national number that is technically accurate and operationally useless. If your business has service coverage that varies by state, licensing that differs, or pricing that changes by region, those differences belong in the pages, and they are also the most defensible content you can publish because national competitors will not bother.
Measuring a long funnel across many markets
Where consideration runs for months and involves several people, monthly SEO reporting cannot show payback, and attribution models will hand the credit to whichever paid channel was closest to the sale. Decide in the first week what the headline measure is: non brand organic revenue or qualified enquiries, reviewed on a cadence that matches your sales cycle rather than your invoice cycle.
Separate brand from non brand in every report, keep a change log of what was actually deployed each month, and ask for the raw search performance export alongside the presentation. If a supplier is comfortable with that arrangement before you ask for it, that is worth more than any case study in the deck.
Settle ownership and portability before the first invoice
Long national programmes accumulate assets, and the assets are the point. Create the search console and analytics properties under accounts your company owns, hold the tag container in your own name, and require that every audit, keyword map, content brief, redirect file and link placement list is delivered in editable form rather than as a slide. Ask which third party tools sit behind the reporting and whether the history can be exported if you leave.
Ask, too, what the agency's link acquisition actually involves, whether any placement is paid, and whether you approve each one. In a long engagement those decisions accumulate on your domain and you will own the consequences long after the contract ends.
Turning a nationwide list into three real conversations
Distance is no longer a meaningful filter, so filter on fit instead. Write one page: your platform, your category, your compliance path, who deploys changes, your internal team, and the outcome that would justify the year. Send it to three firms and require the same shape of reply from each, the first quarter in execution order, named people with weekly hours, the content supply chain, and one thing they would stop doing on your site.
