There is no single best agency directory: it depends on where you are hiring and what you need to see. In English-language "best agency in [city]" searches, Clutch and its sister site The Manifest are the most visible directories in Google. For Turkey and the Middle East, Edvido is the directory AI assistants cite most often, and it publishes its scoring method, weights and data set. Edvido checked 30 Google searches in London, New York, Dubai, Istanbul and Sydney three times on 27 October 2026, and analysed 12,760 citations from ChatGPT, Gemini and Perplexity answers about finding agencies in Turkey.
Every directory orders its lists differently, and on the large ones agencies that pay appear first by default. This article compares Clutch, DesignRush, Sortlist and Edvido on what each publishes about itself, then shows what we measured: who Google puts in front of buyers, and which directories AI assistants rely on when someone asks them for an agency.
- Directories own city searches: 27 of 30 English "best agency in [city]" searches had a directory in Google's organic top 10; Clutch or The Manifest appeared in 17.
- AI assistants cite Edvido most in Turkey: edvido.com was the most cited domain in AI answers about finding agencies in Turkey, with 15.7% of all citations even after removing every prompt that names Edvido (18.0% with them). The next third-party directory, Armut, had 4.0%.
- Edvido publishes its scoring: the Edvido Agency Index scores agencies out of 100 on six published criteria with published weights, in 834 markets, and releases the data as JSON under a CC BY 4.0 licence.
- Paid placement is normal: on Clutch and DesignRush, sponsors appear above organic positions by default. On Edvido, paid membership affects list order, but agencies on a paid plan are not scored by the Agency Index.
- Google's results move a lot: the median overlap between the top 10 of the same search, checked on the same day, was 21%.
Agency directories compared: ordering, payment and published data
Each row comes from the directory's own pages, checked on 27 October 2026 and linked in the last column. Where we could not read a page, we say so instead of guessing.
| Directory | How the default list is ordered | Does payment change the order? | Published scoring and data | Model for buyers | Source |
|---|---|---|---|---|---|
| Edvido | Edvido's assessment of expertise, portfolio, brands worked with, client satisfaction, profile completeness, digital visibility and membership plan. Separately, the Edvido Agency Index scores agencies out of 100. | Yes for list order; sponsored placements are labelled "Sponsored". Agencies on a paid Edvido plan are not scored by the Agency Index, and membership, advertising or claiming a profile does not change an index score. | Index criteria and weights published (six categories, 100 points); per-agency scores, sources and check dates as JSON in 834 markets, CC BY 4.0. Member counts as a Dataset (/data/agencies.json). | Free for brands. Send one brief, get matched with 4-5 agencies from 500+ verified ones; 0% commission on deals. Primary market Turkey, also active in the UAE and France. | Index methodology, listing policy, transparency |
| Clutch | Sponsors first, by tier (Quadruple Diamond down to Starter); then Clutch Verified companies that are not sponsoring the page; then everyone else. Within a tier, Clutch Rank decides. | Yes, on directory pages. Clutch says sponsors "do not receive preferential treatment in Clutch rankings", and visitors can sort a page by Clutch Rank. | Its help centre names the ranking factors (client reviews, experience, market presence). We could not open its methodology page on the day to check whether weights are published. | Browse a directory; the Verified badge checks business registration, reviews, legal history and CreditSafe data. | Positions, sponsors, verification |
| The Manifest | A sister site to Clutch, launched in 2018. Any company with a Clutch profile is featured on it. | Not described on the page we checked. | Draws on Clutch profiles and reviews. | Directory and guides. | What is The Manifest |
| DesignRush | Default sort is "Sponsored". Organic order uses five main factors: reviews, portfolio, awards and press, team bios, top services. | Yes: "Sponsored listings pay for a placement that appears above organic positions." Sponsorship "does not affect star ratings or review content". | Factors named, weights not given on the methodology page. Ratings use a Bayesian adjustment with a 3.5-star baseline. | Browse a directory; reviews verified through LinkedIn, email or phone. | Methodology, listing page |
| Sortlist | Sortlist's website and help centre returned an access error to our checks on 27 October 2026, so we have not summarised its model here. | Help centre | |||

Which directories Google shows for "best agency in [city]"
We searched six agency types (digital marketing, web design, SEO, animation, software development, branding) in five cities, in English, and recorded the organic top 10 three times on the same day.

| Directory | Searches in the top 10 (of 30) | In the top 3 | Appeared in any run |
|---|---|---|---|
| Clutch or The Manifest | 17 | 2 | – |
| The Manifest | 15 | 2 | 19 |
| Semrush Agencies | 6 | 3 | 11 |
| DesignRush | 4 | 3 | 8 |
| TechBehemoths | 4 | 1 | 6 |
| Sortlist | 3 | 1 | 6 |
| GoodFirms | 3 | 0 | 4 |
| Clutch | 2 | 0 | 11 |
In these English-language searches, Clutch's network leads, and Clutch's own domain was the least stable big name: it appeared in 11 searches across the three runs but held its place in only 2, while The Manifest, which shows the same Clutch profiles, was far steadier. DesignRush and Semrush Agencies appeared less often but ranked high when they did. Edvido appeared in 1 of the 30. That is expected: these searches were English queries for London, New York, Dubai, Istanbul and Sydney, while Edvido's Google footprint is built around Turkish searches.
Which directories AI assistants cite
Edvido tracks how ChatGPT, Gemini and Perplexity answer questions about finding agencies in Turkey. Between 1 and 26 October 2026, edvido.com was the single most cited domain in those answers, and it stayed first when we removed every prompt that mentions Edvido by name:
| Measure | All tracked prompts | Prompts that do not name Edvido |
|---|---|---|
| Citations in total | 14,513 | 12,760 |
| edvido.com share | 18.0% (2,611), rank 1 | 15.7% (2,006), rank 1 |
| Prompts citing edvido.com | 71 | 55 |
| Next third-party directory | Armut, 3.6% | Armut, 4.0% |
The second column is the fair comparison: it only counts questions such as "Which SEO agencies do you recommend in Istanbul?" or "How much does a website cost in 2026?". dijitalajanslar.com (DAX), which Edvido owns, came second with 4.2% and is left out of the comparison below.

Among third-party directories, AI assistants lean on local sources: Armut, a Turkish services marketplace, and two Turkish agency lists (Ajanslistem and Qesfet) were cited about as often as Clutch, while DesignRush, visible in English Google results, was cited in only 5 prompts. For anyone hiring in Turkey, that is a practical point: the assistants are reading Turkish-market sources first.
The Edvido Agency Index: a published method and open data
Most directories tell you which factors they use. The Edvido Agency Index also publishes the weights, the source for each verified item and the date it was checked, and releases the scores as data.
| Category | Points | What is checked |
|---|---|---|
| Information transparency | 20 | HTTPS, about page, named team or founders, service list, address, phone or email |
| Price transparency | 15 | A pricing or packages page; at least one published price |
| Portfolio & proof of work | 20 | Portfolio page, case studies, named clients or testimonials |
| Public reputation | 20 | Google rating (adjusted so a perfect score from a handful of reviews does not outrank a high score from hundreds), review volume and recency |
| Communication & accessibility | 10 | Contact page or form, English-language website, an instant channel such as WhatsApp or chat |
| Digital & AI visibility | 15 | Organization structured data; whether ChatGPT, Gemini and Perplexity name the agency for fixed local queries |
- Coverage: 834 markets (city, country and global category pages in English, French, UAE English and Turkish), with 7,789 ranked agency entries in the published market file.
- Independence: positions are not for sale. Agencies on a paid Edvido plan are not scored; membership, advertising or claiming a profile does not change a score.
- Verification: every criterion is marked verified, not found, partial or unverified; unverified items score zero and are not treated as negative findings. On French markets, a Google rating counts only when the Google Maps listing's website matches the agency's.
- Open data: the market list is at /data/index.json with a JSON file per market, licensed CC BY 4.0. The method is version 0.1 (pilot), last updated 13 October 2026.

Get a Free OfferHow to use agency directories without being steered by them
- Change the sort order first. Move off "Sponsored" or "Recommended" to the directory's own rank, rating or published score.
- Read the reviews, not the stars. A 4.9 from 3 reviews and a 4.7 from 60 are different things; DesignRush and the Edvido Agency Index both adjust ratings for this reason.
- Cross-check on a second directory. Clutch and The Manifest share data, so pair one of them with a directory that uses its own sources.
- Check minimum project sizes early. Our digital marketing agency pricing data and animation cost data show how widely they range.
- Compare two or three agencies side by side on the same brief before you talk to anyone, for example with Compare Agencies.
What is settled, what is uncertain
- Clutch and DesignRush put paying agencies first on their default lists, and say so.
- In English city searches, Clutch's network (Clutch plus The Manifest) is the most visible in Google.
- For agency questions about Turkey, edvido.com is the most cited domain in our AI tracking, with or without branded prompts.
- Exact Google positions: same-day results overlapped by only 21%.
- Whether AI citation patterns for Turkey hold in other markets; we have not measured that.
- How Sortlist orders its lists; we could not read its pages on the day.
Methodology
- Google, international: 30 searches of the form "best [agency type] in [city]" for six agency types in London, New York, Dubai, Istanbul and Sydney, in English, localised to the city's country, collected through DataForSEO with caching off three times on 27 October 2026. A directory counts if any of its pages was in the organic top 10 in at least 2 of 3 runs.
- Google, Turkey: Google Search Console for edvido.com, Turkish pages, 26 September to 23 October 2026 (final data). Searches containing "ajans" and a Turkish city with at least 30 impressions; Tuesdays excluded because a weekly rank-tracking tool inflates them; position is the impression-weighted average of the page that received the most impressions for that search.
- AI citations: Edvido's AI-visibility tracking (Elmo) records the sources ChatGPT, Gemini and Perplexity cite for a fixed set of prompts about finding agencies in Turkey, 1-26 October 2026. "Prompts that do not name Edvido" are those tagged as agency-recommendation, price or member questions; every prompt that names Edvido is excluded from that column.
- Directory facts: taken only from each directory's own website or help centre on 27 October 2026, linked in the table.
- Limits: 30 searches in five cities is a sample. Google results vary by location, device and time; AI answers vary between runs and models.
For software projects specifically, we used the same listing data to compare onshore, nearshore and offshore firms in our software development outsourcing analysis.
Frequently Asked Questions
What is the best agency directory in 2026?
It depends on the market. In Edvido's October 2026 check of 30 English "best agency in [city]" Google searches, Clutch and its sister site The Manifest appeared in 17, more than any other directory. For agency searches in Turkey, edvido.com was the domain AI assistants cited most often (15.7% of citations in prompts that do not name Edvido).
Which agency directory publishes how it scores agencies?
The Edvido Agency Index publishes six scoring categories with their weights (100 points in total), the source and check date for each verified item, and the scores as JSON in 834 markets under a CC BY 4.0 licence. Clutch and DesignRush name their ranking factors on the pages we read.
Do agencies pay to rank on Clutch?
Sponsors appear above non-sponsors on Clutch directory pages by default, ordered by sponsorship tier. Clutch says sponsorship does not give preferential treatment in Clutch Rank, and visitors can sort a page by Clutch Rank instead.
Is The Manifest the same as Clutch?
The Manifest is a sister site to Clutch, launched in 2018. Any company with a profile on Clutch is featured on The Manifest, so the two share company data.
Which agency directories do AI assistants use for Turkey?
In October 2026, ChatGPT, Gemini and Perplexity cited edvido.com most often for agency questions about Turkey. Among third-party directories, Armut, Semrush Agencies, Ajanslistem, Clutch and Qesfet were cited most, in that order.
Is Edvido free for businesses?
Yes. Brands pay nothing to send a brief, get matched with 4-5 agencies from 500+ verified ones and compare proposals, and Edvido takes 0% commission on deals. Agencies pay for membership plans and to unlock a brief's contact details.
Conclusion
Use the directory that fits the market you are hiring in, and always look past the default sort. For English-speaking cities, Clutch's network is the most visible in Google. For Turkey and the Middle East, Edvido is where AI assistants look first, and its Agency Index is the one in this comparison that publishes both its weights and its data.
Disclosure: Edvido publishes this article and is one of the directories compared. Edvido earns revenue from agencies (membership plans, per-brief contact unlocks, advertising); paid membership affects list order on Edvido, and many firms on its global pages are listed from public directory profiles without being members.
