Guard against it in the proposal, not afterwards. Ask for the names of the people who would be assigned, ask how many other accounts each of them carries, and ask to meet the person who will attend the monthly call rather than the person pitching. Then write the named roles into the statement of work with a clause that says a change of lead triggers a review meeting. It costs nothing and it changes behaviour.
The related question is turnover. A young workforce in an attractive coastal town moves jobs often. Ask how long the proposed team has been at the agency and what the handover process looks like when someone leaves, because SEO accounts lose more to forgotten context than to bad tactics.
Testing technical capability before you sign
Almost every agency claims technical SEO. Very few can describe what they would do to your specific site. The cheapest way to find out is to give each shortlisted team read-only access to your analytics and search console for a week and ask for a short written view: the three issues they would fix first and why, and one thing they would deliberately leave alone.
The quality of that document is a better predictor than any case study, because it is about you. A strong reply will name the templates that generate your pages, spot the parameters or duplicated URLs your platform creates, and be honest about which fixes need developer time rather than agency time. Notice periods, rollover clauses and the quiet renewal
Read the term carefully. A minimum commitment is reasonable in SEO, because the work rarely shows in a single quarter, but a minimum commitment that rolls automatically into another one unless you cancel inside a short window is a different thing. Check whether notice can be served at any time or only before a renewal date, and check whether prepaid months are refundable if you leave early.
Ask what you get on the way out. A clean exit should include the change log, the current redirect map, the keyword and page mapping, any content source files, and the removal of agency users from your accounts. Agree it while everyone is still pleased with each other.
Turning your requirements into comparable offers
Write one brief and send it to everyone unchanged. State your sector, your platform, the towns and postcodes you genuinely serve, the enquiries or bookings you need, and your budget band. Ask for replies in the same structure, and ask each team to name one thing they would refuse to do, because a supplier that scopes honestly is easier to live with than one that agrees to everything.
