The capital region is not one software market, it is several adjacent ones with different labour pools, different cost bases and different specialisms, all quoting into the same search results. A buyer who treats it as a single city ends up comparing proposals that are not comparable. A firm advertising itself as being in New Delhi may have its sales office in the capital proper and its engineers an hour away in Gurugram or Noida, where rents are lower and the global capability centres of multinational corporations have concentrated. None of that is deceptive, but it changes things you care about.
Ask where the people who will write your code physically sit, and whether they sit together. Distributed across three offices is fine if the firm has built for it deliberately; it is a problem if it happened by accident and nobody has thought about how design decisions get made. Ask also whether the address on the proposal is an office or a registered agent, because that determines who you are actually contracting with.
Public sector adjacency and the systems it produces
Proximity to ministries, regulators and national agencies has shaped the supplier base. A meaningful share of local firms have delivered for government departments or for the vendors that serve them, which builds a particular kind of competence: tolerance for procurement bureaucracy, experience with accessibility and audit requirements, familiarity with the national digital public infrastructure stack of Aadhaar authentication, UPI payments, DigiLocker documents and the GST network, and patience with long approval cycles.
If your product needs to integrate with those national systems, or if you sell into regulated domestic sectors, that experience is difficult to buy anywhere else and worth paying for. The thin areas are the specialised research disciplines. Advanced security engineering, novel machine learning research and low level systems work exist but are scarce, and the people who do them are typically employed directly by large corporations rather than available through a services firm.

The defining feature of this labour market is that multinational corporations run their own engineering operations here at scale and hire from the same pool as your vendor, usually paying more and offering a recognisable brand on a résumé. Teams routinely extend into the evening for foreign clients, which works until it quietly drives turnover, so treat it as a cost rather than a courtesy.
Two seasonal factors belong in any plan made from abroad. Winter brings severe air quality episodes in the capital region, which affects health, attendance and, more practically, your own willingness to schedule an onsite visit or a workshop in those months. The festival season in autumn empties offices for extended stretches and is not a single public holiday but a period. Get the vendor's calendar in writing, and do not place a go live date inside either window.
Commercial terms that decide the relationship
Put ownership of source code and design assets beyond argument: it vests in you as work is paid for, including anything produced by subcontractors, and any reused internal library comes with a perpetual irrevocable licence.
