Be wary of pressure to prepay large amounts. Milestone-based payment against demonstrable output protects both sides, and reputable firms here are comfortable with it.
Power, Connectivity and Continuity You Should Ask About Directly
Electricity supply and internet reliability are not theoretical risks in this market. Scheduled and unscheduled outages occur, and there have been nationwide connectivity disruptions. Established firms have engineered around this with generator or battery backup, redundant links from separate providers, and increasingly with mobile broadband as a fallback, but the arrangements differ enormously between a well-run company and a small shop working from a shared office.
Ask the question plainly and ask for specifics: what backup power covers the office, how many independent internet links there are, whether engineers have a usable setup at home if the office is unreachable, and what happened during the last significant outage. A supplier who has thought about continuity will answer with detail. Build the answer into your expectations too, by preferring asynchronous workflows over arrangements that fail when one live call cannot happen.
The complementary protection is to keep your own infrastructure outside the supplier's control. Version control, the cloud subscription, the domain registration and the application store listings should be registered to your company from the first day, with the team granted access rather than ownership. That way an interruption at the supplier's end is an inconvenience rather than a loss.
Registration, Export Status and Which Entity Signs
Software exporters are generally registered with the Pakistan Software Export Board, and that registration carries tax treatment designed to encourage exports, alongside additional incentives for firms inside a Special Technology Zone. This matters to you for two reasons. It is a low-effort signal of legitimacy, since a registered exporter has a verifiable footprint and a bank account set up for foreign receipts. And it is a sign that the supplier's pricing reflects a favourable tax position that may change, so a long contract should say how and when rates can be revisited.
On ownership, put an explicit assignment of rights in the agreement, covering both employees and any freelancers the supplier brings in, and name any pre-existing framework or library the firm contributes so that your licence to keep using it survives the relationship. Confidentiality clauses are standard but slow to enforce across borders, so treat access control as the primary safeguard and the contract as the backstop: limit production data exposure, use anonymised datasets in development, and review who holds credentials on a regular cadence.

Junior and mid-level developers are plentiful and affordable. Architects, staff-level engineers and experienced technical leads are not, partly because the strongest of them are recruited by foreign companies hiring remotely at salaries no local firm can match. That imbalance produces the characteristic failure of this market: a project staffed by capable, motivated, inexperienced developers with nobody senior enough to say no to a bad structural decision early.
Counter it deliberately. Insist that a named senior engineer holds architectural responsibility and quantify their allocation rather than accepting that they will be available. Ask what proportion of their week your account gets, and require that code review is performed by that person rather than by peers of the authors. Where the supplier cannot credibly provide this, consider buying implementation capacity here while retaining architecture and review with someone you already trust; that hybrid is common and works well, and it is far cheaper than repairing a foundation later.

The working day opens well ahead of continental clients and overlaps the whole Gulf business day, so buyers in those regions get a full same-day loop. Buyers on the North American east coast catch the local evening, which most firms will accommodate for a few hours a day; western North America should plan for written handoffs and accept that live conversation will be rare.
Written English across the industry is strong, and formal business correspondence is conducted in it, so specifications, tickets and documentation work well. Spoken fluency varies more, which is another argument for pushing decisions into writing. The working week runs Monday to Friday, hours shorten during Ramadan, and the two Eid holidays each remove several days that move through the calendar, alongside national holidays in March, August and December. Ask for the schedule before you commit to a date.
A Practical Way to Trial a Team Before You Commit
Run a short paid pilot with a defined outcome: one real feature, built in your repository, deployed to your environment, with a written note on the architecture and the risks the team sees in your plan. Judge four things from it. Did the estimate hold. Did problems reach you quickly. Is the code something another developer could extend. Did anyone push back on a requirement that deserved pushing back on.
