Most supplier markets sell you capacity. This one does not, and buyers who approach it as an outsourcing destination leave disappointed and out of pocket. The local engineering economy is organised around building products, not around renting engineers, and the firms that take client work are usually doing it alongside their own ventures. Getting value here means arriving with a hard technical problem rather than a backlog of tickets.
What you are really buying from software companies in Tel Aviv
The concentration of specialisms is unusual and narrow. Security engineering is the deepest strand, covering threat detection, cryptography, secure infrastructure and offensive testing, and it goes far beyond what a general development firm anywhere means when it says it takes security seriously. Data infrastructure is the second: large scale ingestion, streaming, anomaly detection and the kind of algorithmic work that sits underneath rather than on top of a product. Computer vision, signal processing and applied research round it out.
What you will not find easily is a firm that wants to build a content site, a storefront or an internal administrative tool at a competitive price. Those requirements are served better and far more cheaply by the supplier markets listed on the software companies index, and a serious local firm will tell you so rather than take the work.
The working week starts on Sunday
This is the practical detail that derails more foreign engagements than any technical issue. The standard business week here runs Sunday to Thursday. Friday is a short day or not worked at all, and Saturday is the rest day.
Work through what that means for you. Your Monday is the team's second working day, so a Monday morning kickoff lands mid sprint for them. Your Friday, often the day you want a weekly demo, is their weekend, and asking for it repeatedly will not go well. Conversely their Sunday is productive time when your own office is dark, which is useful if you set it up deliberately: agree that Sunday is for deep work with no client dependency, and put your synchronous meetings between Monday and Thursday.
The clock itself is friendly. British and continental buyers share most of the day, Gulf buyers nearly all of it, and eastern American buyers get a workable window at the local afternoon.
Availability interruptions foreign buyers do not plan for
Two local realities can remove people from a project at short notice and neither is within the vendor's control. Military reserve obligations can call up individual engineers with limited warning and for uncertain durations. Periods of regional instability can also disrupt normal working patterns.
Firms here are used to operating through this and have practical mitigations, so the question is whether yours has thought about it. Ask what happens if the lead engineer is unavailable for several weeks. Ask whether any part of the system has exactly one person who understands it. Ask for remote working continuity arrangements to be described rather than asserted. Then insist on the same structural defences you would want anywhere: written architecture records in the repository, reproducible environments, and no single point of knowledge on your account.
Intellectual property, and a rule with real teeth
Two legal points here are unlike anywhere else and both belong in your first conversation with counsel.
The first concerns employee inventions. The Israeli Patents Law contains a service invention regime under which employees may bring claims for consideration before the Compensation and Royalties Committee unless this has been properly addressed in their employment terms. Assignment clauses in your contract with the vendor do not resolve this by themselves; the vendor's own arrangements with its staff have to be sound. The second concerns public research funding. Companies that have taken Israel Innovation Authority grants are subject to restrictions on transferring the funded knowledge out of the country, and the Authority's consent and additional payments can be required. If the firm intends to use any previously developed component in your product, ask whether that component was built with grant support, because inheriting an encumbered dependency is a problem that surfaces during your next funding round or acquisition, at the worst possible moment.
Cost, scarcity and why the quote looks high
Salaries for experienced engineers here compete with the funded startup sector and with foreign employers hiring remotely, which sets a floor that no services firm can go under. Expect rates at or above western levels. The honest framing is that you are buying scarce specialist judgement by the hour, so the engagement should be short, sharply defined and aimed at the part of the problem nobody else can solve.
A sensible structure is a paid discovery or architecture engagement here, followed by implementation elsewhere under a design the local team owns and reviews. Many firms will propose exactly that, and a firm that insists on holding the entire build at local rates when the work does not require it is optimising for its own revenue rather than your outcome.
Language, documentation and how to keep control
English is the language of documentation, code and client communication and proficiency is high. Internal discussion happens in Hebrew, which is normal and harmless provided the decisions that come out of it are written down in English where you can read them.
Make that explicit in the contract. Design decisions, interface contracts, security assumptions and operational runbooks are English deliverables, in the repository, updated as part of the work rather than at the end. Communication style here is famously direct and buyers sometimes read it as abrasive; treat it as a feature, since a supplier who tells you your plan is wrong in the second meeting has saved you a quarter.
Turning that into a shortlist
Bring a written problem statement rather than a specification and ask each candidate what they would refuse to build. Ask for a technical paper, a patent or a conference talk rather than a portfolio, since in this market that is the real evidence. Ask how they would hand the system to another team, and listen for whether they have ever done it.
